OpenAI is rolling out GPT-5.5 Instant Mini as ChatGPT’s fallback after GPT-5.5 Instant or Auto limits.

The fallback path gets better intent tracking, tone calibration, personalization, and fewer factual issues without model-picker exposure.

This sits inside ChatGPT rate-limit handling, not API or Codex, so builders see no platform surface change.
